Celebrating 20 Years of Turning Point Coalition
Turning Point Coalition (TPC) was formed in 2004 by a group of concerned citizens working to create a community environment where youth strive to be alcohol, tobacco and drug-free. Based on survey results and local funding, Orrville residents believed it was important to catch kids at their “turning point” between younger ages and ages of experimentation. Results showed those between 7th and 10th grade were most at risk. 20 years later, the coalition continues its mission through engaging in providing information, education, and advocacy. Early efforts included family strengthening programs, an alternative prom, a social hosting campaign, vendor training, public speaking, and grassroots advocacy. These efforts still exist today with the Parents Who Host Lose the Most campaign, the Pizza & Books and Hometown Tailgate events, TIPS (Training for Intervention Procedures) alcohol vendor training, and sponsoring RAPA (Riders are Peer Advocates) Teen Institute leading the charge.
TPC was a Drug-Free Communities (DFC) Coalition from 2014-2024. Led by membership representing 12 community sectors, the coalition began using the Strategic Prevention Framework (SPF) to initiate community change. The DFC grant gave the coalition the funding they needed to expand their existing efforts and create new ones. This helped continue the steady decrease of 30-day use rates for all measured substances among middle and high school youth that began in 2012. Their hard work led to them being 1 of 11 coalitions nationwide who were recognized as a CADCA Blue Ribbon Coalition in 2024 for significant contributions to community-level substance use outcomes. What is a Coalition?
Coalitions are organizations made up of two or more people or groups who are working together towards a common goal. Community coalitions focus their prevention efforts on a wide variety of problems including gambling, suicide, and substance use. Turning Point Coalition (TPC) is 1 of 3 coalitions in Wayne County that works towards preventing youth substance use and Substance Use Disorders (SUDs). These coalitions are made up of business owners, government officials, school administrators, law enforcement, community members, and students. Diverse membership has been one of the key factors in the success that TPC has had over the years. The other factor is how the coalition has achieved its goals.
TPC utilizes CADCA’s (Community-Based, Advocacy-Focused, Data-Driven, Coalition-Building Association) seven strategies to affect community change to accomplish their goals.

- Enhancing Access/Reducing Barriers
- Changing Consequences (Incentives/Disincentives)
- Changing Physical Design
- Modifying/Changing Policy
Each of these strategies is important and should be used in conjunction with other strategies to create lasting change. For example, TPC helps prevent underage drinking by providing information in monthly newsletters, training alcohol vendors to responsibly sell alcohol, teaching students about the physical effects of alcohol and how to see through targeted marketing from alcohol companies, and providing support at fun, substance-free, family-friendly community events. This multi-layered approach raises community awareness of the dangers of underage drinking, increases the perception of harm among youth, and provides activities for parents and youth to bond and have a conversation about substances.
These efforts are just a few of the many ways TPC works toward preventing youth substance use and SUDs in Orrville.
